Mobility is moving through full ranges of motion with joints and muscles. Mobility training is all the craze these days, and a properly done mobility exercise will teach an athlete body control and make it muscle memory if repeated consistently enough. Mobility is teaching the body how to function, fire and move properly without injury.
Flexibility is the length of the muscle: for instance, doing a static hamstring stretch. Green talks about how flexibility should be a dynamic exercise rather than a static exercise, which if an athlete is not properly warmed up, can actually strain the muscle more than it supports its function.
